Unplugged Front Panel USB 3.0 and HD AUDIO. Checked and tested the game with 1RAM/2RAMS and 4RAMS. Checked the GPU Pcie speed to make sure it runs at x16 4.0. Checked all of the cables on the motherboard to ensure they're properly connected. Checked the GPU slot to make sure it's properly seated. Made sure BIOS is updated to latest version. Enabled/Disabled all power saving settings for GPU and CPU. Enabled/Disabled all overclocks - XMP (RAM)/Intel Turbo, Intel Turbo 3.0, Intel Speedstep, Intel Adaptive Boost, Intel Multicore Enhancement (CPU). Monitoring programs show no spikes in usage, power or clock speeds. Neither CPU nor GPU reach 100% usage while in-game. Reinstalled Windows and tested with least updates possible. Disabled Hardware Accelerated GPU Scheduling. Enabled Windows Power Management - High Performance Mode. Disabled Fullscreen Optimization (Windows feature). Tested 6 different Nvidia drivers for 3080TI starting from 472.12. Set the GPU to stock clock speeds (Debug mode). Set all settings to Performance instead of Quality. Set Power Management to High Performance in Nvidia Control Panel. 
Enabled/Disabled Shader Cache and cleaned all shaders as well.Enabled/Disabled V-sync in Nvidia Control Panel.Launched Ubisoft Connect in Offline Mode.Enabled/Disabled Ubisoft Connect Overlay.
The troubleshooting I've done over the course of last three weeks: Every time it goes below the line, that's a stutter. *Observe the frame graph in the top right. Here are video examples of the issues I experience that make the game impossible to enjoy: When the player starts flying the game will stutter as soon as Posphor joins the flight.
Hovering over videos in the skills upgrade menu lowers refresh rate to 30FPS. Setting down a marker during scout mode causes stutter. Scrolling through the map causes stutter. Parry causes frame drops but not so noticeable. Quests being updated or completed causes stutter. Crouching causes a huge stutter in exploration, but not in combat. Extreme frame drops and stutters moving through the world. Unfortunately googling the issues that I'm experiencing brings up a vast amount of forum posts detailing the same experiences with the game. Got my hands on Immortals Fenyx Rising recently, which I've been looking forward to playing for a very long time, however the game seems to be having a lot of performance issues.
